Zhang Xiaogang, male, Ph.D. in Management, is a member of the Communist Party of China,  professor, master supervisor, member of the Standing Committee of Hunan Youth Social Science Working Committee, expert of Hunan Education Planning Review, expert of Xiangtan City Science and Technology Expert Database, and representative of the 12th Party of Xiangtan.

He is a member of the HIE Party Committee and Vice President of HIE, responsible for student ideological and political education, enrollment and employment, safety protection, comprehensive management, etc., in charge of the Student Affairs Division, Youth League Committee, Admission and Career Division, Campus Security Division, College of Innovation and Entrepreneurship, and liaises with School of Computer Science and Electronics, and non-partisan persons.
